Basically there are a number of scenarios for people with multiple accounts.
1. 2 or more accounts with separate logins on the account page
2. As above + veteran account linked to one of the accounts
3. Primary account and veteran account.
If you have 2 accounts that you have distinct logins for, you have to use the merge accounts facility on the account page so that they are managed under the same account login and password. You can then use the facility on the account site to transfer a character from one account to another.
A veteran account is one that is managed under the primary account login, and as such you can transfer a character from one to the other without having to merge accounts first.
Account merge is free, not sure how long it takes to happen.
Character transfer between accounts costs 1000 paid points

Important:
The transfer takes a few minutes or longer and you cannot be logged into the game on either account while this is happening, but you can see when it is done by checking the pending screen on your account page.

Account 1 - This has a character you want to move to account 2
Account 2
