Combined armour question

Hey guys, I have a question that I couldn't find the answer to in the AI forums, so here goes:

What is the lowest possible QL of the non-target armor piece when you're making QL 300 combined armor?

i.e., Observant Armor Sleeve ql ??? + Arithmetic Armor Sleeve ql 300 = Combined Scout's Armor ql 300.

lowest is QL 240 and in the building equation you can use a QL192 Observant Bots to make a QL 240 piece
