It almost looks like a leveling item, ie. right-click to summon a QL+1 item and delete the current QL. In this case the item is capped at QL220.

Maybe.

As Flame says, I believe its a levelling item, u can't level it until u reach your next level... it's just that Auno has interpreted that and put 221 in there, so it's maxxed at 220 .. see http://aodb.info/showitem.aspx?AOID=248763 as the lowest QL interpreted by mainframe...

Looks nice tho :D
